Position description

The Head, Licensing and Electronic Resources Unit (LERU) is a new position in the UC Berkeley Library. Situated in the Collection Services Division, which also includes Acquisitions, Metadata Services, and Preservation, the Head of LERU oversees and sets priorities for the licensing, activation, discovery, and troubleshooting of electronic resources of all kinds for the Library, and manages a small team (Lead E-Resource Specialist and two E-Resource Specialists). The Head of LERU reports directly to the Head of the Collection Services Division.

The Head of LERU works closely with the Office of Scholarly Communication Services, Scholarly Resources Strategy Librarian, Associate University Librarian for Scholarly Resources, Library IT Systems and Discovery Librarian, Assessment Librarian, Preservation Librarian, subject liaisons, other colleagues, and vendors to review and negotiate licenses, manage acquisitions workflows, and support preservation of access for all electronic resources. Acquisition workflows include new purchases, renewals, invoicing, and cancellations. This position is responsible for developing expertise on current and emerging licensing practices to negotiate licenses for electronic resources (e.g., streaming media, public performance rights, data and datasets, open access, and consortial agreements), and to develop a framework for evaluating how and when electronic resources provide optimal services for the Library. In collaboration with partners mentioned above, this position will contribute to the development of licensing strategies and access and discovery practices that advance the University Libraries’ commitment to openness, accessibility, diversity, equity, and inclusive excellence.


  • With the AUL of Scholarly Resources, Head of Acquisitions, the Office of Scholarly Communication Services, LIT Systems and Discovery Librarian, and Head of the Collection Services Division, assists with acquiring and maintaining electronic resources for the Library.
  • Establishes principles for and oversees the review of and negotiation of licenses for electronic resources.
  • Collaborates closely with Acquisitions in the ordering, activating, invoicing of, and budgeting for electronic resources.
  • Collaborates on collection management projects: provides input and risk assessment on best ways to ensure ongoing availability of and access to electronic resources; assesses and audits vendors to ensure that material is accessible and available according to contract.
  • Liaises with vendors to facilitate e-resources acquisitions.
  • Works in conjunction with the Office of Scholarly Communication Services to ensure appropriate use of resources, negotiation,and execution of licensing agreements.
  • Supervises the E-Resources Librarian, Lead E-Resource Specialist and two E-Resource Specialists.
  • Provides leadership in developing, delivering, and assessing collections of electronic resources, and investigates future directions and developments in troubleshooting access for users or to content.
  • Participates in internal committees to represent issues relating to e-resource purchased content.
  • Participates in consortial partnerships for e-resource purchased content with California Digital Library.
  • Provides the best possible service to all library users in a timely, thorough, and courteous manner.
  • Employs creative approaches to the provision of services and use of resources, by utilizing new technologies and information formats.
  • Seeks on their own to develop their professional knowledge and increase their professional skills.
  • Works together (among librarians and support staff) to achieve each individual’s highest potential for service and innovation.

Basic qualifications (required at time of application)

Additional qualifications (required at time of start)

  • Minimum of one year of supervisory experience in a library setting.

Preferred qualifications

  • Master’s degree from an ALA-accredited institution or equivalent international degree
  • Minimum of three years experience of electronic resources negotiation or management in a library setting
  • Knowledge and/or experience with electronic resource tools, standards, and initiatives, such as OpenURL, KBART, SUSHI, and COUNTER
  • Knowledge of current and emerging trends and technologies related to electronic resources and library services
  • Knowledge of core concepts for acquiring, receiving, invoicing, activation, licensing, maintaining, and preserving e-resources
  • Familiarity with access and discovery for eresources
  • Knowledge of current metadata and cataloging standards
  • Demonstrated ability to supervise staff effectively
  • Strong verbal and written communication skills
  • Strong analytical and problem-solving skills and organizational abilities
  • Ability to work independently and in a collaborative team environment in a rapidly changing and culturally diverse environment
